RI akan beli pesawat tanpa awak teknologi Israel

Jakarta (ANTARA News) - Kementerian Pertahanan berencana membeli empat pesawat tanpa awak dari Filipina.

Menurut Wakil Menteri Pertahanan Sjafrie Syamsuddin dalam rapat kerja dengan Komisi I DPR RI di Gedung DPR RI, Jakarta, Senin, pesawat tanpa awak yang akan dibeli dari Filipina itu menggunakan teknologi dari Israel.

Sejauh ini, rencana pembelian pesawat tanpa awak itu masih menunggu persetujuan DPR.

"Yang paling spesifik dalam masalah pembelian 4 pesawat tanpa awak ini sebesar 16 juta dolar Amerika Serikat, apabila disetujui oleh DPR sehingga kontraknya efektif, maka pesawat itu akan diterima dalam waktu 18 bulan setelah kontrak," kata Sjafrie.

Ia menjelaskan, pesawat tanpa awak ini mampu terbang dengan radiusnya 200-400 kilometer. Pesawat tanpa awak ini juga, kata dia, dapat dioperasikan manual dengan daya jelajah terbang selama 20 jam.

Ia menambahkan, produk Filiphina ini dibuat oleh Kital Philippine Corporation (KPC). Mereka mengkombinasikan mesin dari Italia, infrastruktur dari Filipina dan teknologi dari Israel.

"Kami membeli teknologi. Ini yang perlu bapak-bapak ketahui bahwa kita tidak membeli ke Israel tetapi membeli teknologi sebagai bagian yang terintegrasi ke dalam sistem yang ada di pesawat tersebut. Kami berhubungan ke perusahaan asal Filipina, Kital Philippine Corporation (KPC) itu. Dan kami tidak berhubungan dengan Israel," jelasnya.

Sementara itu, anggota Komisi I DPR dari Partai Gerindra Ahmad Muzani meminta rencana pembelian pesawat tanpa awak tersebut dibatalkan sebab Indonesia sudah bisa mempunyai produk serupa bahkan dibeli negara tetangga seperti Malaysia.

Ketika menjawab Muzani, Sjafrie menerangkan produk Indonesia belum memenuhi standar yang sudah ditetapkan. Misalnya soal radius terbang yang 200 kilometer, tidak bisa digunakan secara otomatis serta soal kamera. Ia meminta agar Indonesia tetap membeli empat pesawat tanpa awak teknologi Israel itu.

REPUBLIKA.CO.ID, JAKARTA — Simpang siur pembelian pesawat intai UAV buatan Israel Aerospace Industries (IAI) oleh TNI AU bukan sekadar isu. Kepala Pusat Komunikasi Publik Kementerian Pertahanan (Kemenhan) Brigjen Hartind Asrin, mengatakan pembelian pesawat tanpa awak itu dimasukkan dalam daftar belanja TNI AU periode 2010-2014. Dijelaskannya, pembelian pesawat buatan Israel lebih didasarkan pada persoalan teknis.

Setelah dilakukan diskusi dan kajian matang, papar Hartind, TNI AU menjatuhkan putusan untuk membeli pesawat intai Israel. Pihaknya juga mengharap pembelian yang ditujukan untuk meningkatkan alat utama sistem persenjataan (alutista) ini tidak dikait-kaitkan dengan isu macam-macam. Seperti, Israel digolongkan sebagai negara pelanggar hak asasi manusia (HAM) maupun isu lain yang tidak ada hubungannya dengan penambahan kekuatan matra udara.

“Pesawat ini kualitasnya bagus, paling canggih. Karena industri pertahanan mereka paling maju,” kata Hartind, Kamis (2/2). Pembelian pesawat ini menggunakan mekanisme pembiayaan kredit ekspor.

Meski begitu, pihaknya tidak tahu kapan pesawat intai UAV tersebut datang ke Indonesia. “Kami berharap pada 2012 ini paling sedikit tiga pesawat UAV datang. Tapi, tidak tahu lagi setelah DPR ramai begini.” ujar Hartin.

Kepala Dinas Penerangan TNI AU, Marsekal Pertama Azman Yunus, menyatakan kebutuhan TNI AU yang mendesak di antaranya adalah pemenuhan pesawat tanpa awak.

Azwan mengaku, pesawat intai diperlukan untuk membantu operasionalisasi TNI AU dalam merekam data potensi ancaman wilayah perbatasan dari udara. "Kami ingin membentuk satu skuadron atau 16 unit pesawat tanpa awak," kata Azwan kepada Republika, Kamis (2/2).

Menurut Azwan, TNI AU dalam kapasitas sebagai operator atau pengguna pesawat. Adapun pemilihan pesawat dan dari mana negara tempat pembelian pesawat menjadi kewenangan penuh Kementerian Pertahanan (Kemenhan).

Karena itu, pihaknya tidak mengetahui alasan mengapa akhirnya pilihannya jatuh kepada pesawat buatan Israel. "Kami hanya menyodorkan pesawat intai yang bisa terbang selama 10 sampai 13 jam. Yang memilih spesifikasi itu Kemenhan," terangnya.

Saudi Arabia stressed that the Israeli practices and illegal measures against the Palestinian people do not only represent a breach of the Charter of the United Nations, the humanitarian values and UN resolutions, but also undermine any international effort for peace.

In a speech before the Security Council meeting last night to discuss the situation in the Middle East, including the Palestinian issue, Permanent Representative of Saudi Arabia to the UN Ambassador Khaled Al-Nafisee called on the international community, the United Nations and especially the Quartet Committee, to follow a comprehensive strategic approach toward an immediate halt to all settlement projects in the Occupied Territories, the Saudi Press Agency reported on Friday.
Al-Nafisee said that the suffering of the Palestinian people began with the idea of giving their homeland to another people without a homeland. The issue soon spawned new issues of refugees, settlements, changing historical facts and demolition of religious sites. The Palestinian people have suffering under the brutal force of Israel with the international community not making any effective move to restrain the occupier, he pointed out.

“Had the UN Security Council carried out its role, the suffering of the Palestinian people would not have continued for more than a half a century of Israel’s worst forms of killings, displacement, imprisonment, blockade, annexation, confiscation of property and looting of goods in order to destroy that people and push them to surrender, despair and frustration through exposing them to more oppression and suffering, which is evidenced by the current Israeli practices,” the Saudi representative said.
He added that the Arabs opted for peace and not surrender and their demand has been, and still is, the implementation of the UN Security Council resolutions 242 and 338 and the principle of land for just and comprehensive peace, which requires a full Israeli withdrawal from occupied Arab territories to the 1967 borders, as well as the return of Palestinian refugees to their homes, regaining their rights, enabling the Palestinian people to exercise their right to self-determination and establishing their independent state on their national soil with Al-Quds (Jerusalem) as its capital, as well as withdrawal from the Golan Heights in Syria and the Lebanese Shebaa Farms.
He said the Israeli occupation forces that have built a wall of racist separation and expanded settlements in Palestinian territories, in addition to arming, protecting and encouraging settlers to build more settlement outposts over the past few months with simultaneous rise in incidents of demolitions of Palestinian homes, property and farms including the demolition of the historic Shepherd Hotel.
Ambassador Al-Nafisee said such practices completely hinder all peace initiatives because they surround most cities in the West Bank and make it virtually impossible to establish a contiguous and viable Palestinian state in the future.
He added that for six decades, the Arab-Israeli conflict has been and still is overshadowing all the issues in the Middle East and was a reason for the growth of extremism and terrorism and a obstacle to efforts of development and reform in that region.
At the end of his speech, the Kingdom's permanent representative at the United Nations reiterated the commitment of all Arab countries to the just and comprehensive peace based on UN resolutions. He affirmed that the commitment is still waiting for a reciprocal and serious Israeli commitment by immediately accepting the Arab Peace Initiative, which provides the only way to a lasting and comprehensive peace between the two sides.

Palestinian President Mahmoud Abbas has ruled out a unilateral declaration of independence.
"At this stage there is no option to declare a Palestinian state without Israel's collaboration," Abbas said in an interview aired on Al Jazeera television on Saturday. "A Palestinian state will be established only with agreement from Israel."
Abbas said the Palestinians would continue their "political struggle for the establishment of a Palestinian state with Jerusalem as its capital" and would approach the United Nations on the matter by September.
He warned that the collapse of peace negotiations between Israel and the Palestinian Authority could lead to a "popular uprising" or a "Palestinian revolt," but ruled out the possibility of a military conflict with Israel.







The Palestinian president also criticized US President Barack Obama for his failure to put an end to the settlement construction and resolve the Middle East crisis. "They could have done a lot more, but they failed," Abbas said.
He said that during George W. Bush's presidency, Israel and the Palestinian Authority reached an agreement under which Israel agreed to return to 1967 borders and to the establishment of a Palestinian state with East Jerusalem as its capital, but Israel failed to keep its part of the bargain.
In September, US-brokered peace talks between Israel and the Palestinians collapsed after Israel refused to extend a 10-month moratorium over freezing construction of settlements in the West Bank and East Jerusalem.
Since then, the Palestinians have been trying to get international recognition of their state. In addition to Russian President Dmitry Medvedev's statement of recognition of an independent Palestinian state on Tuesday, Chile, Ecuador, Bolivia, Brazil, Argentina and Uruguay have all formally recognized Palestinian independence.
The Palestinian Authority said that Paraguay, Peru, Costa Rica and the Dominican Republic are expected to announce their support soon.







Meanwhile, Abbas starts Sunday a two-day visit to Egypt for talks with President Hosni Mubarak. The official Palestinian news agency Wafa said that the visit is part of "consultations and coordination between Abbas and the Egyptian president at this sensitive stage of the Palestinian issue."
